According to a report in Walla NEWS, the Attorney General of the Ministry of Finance, Asi Messing, issued the opinion in which he argued that Katz’s claim that a permanent appointment should be made during the election period can be accepted, but that exceptional reasons should also affect the identity of the permanent CEO. The opinion further states that “thereafter and for the same reason, in accordance with the counsel’s directive, the preferred alternative of appointing a civil servant to the position of CEO should be required. “Under the guidance of the consultant, the director general of a government ministry is the most senior professional echelon in the ministry, and staffing the position at this time should ensure the proper functioning of the ministry.”
