The Ministry of Health last night (Thursday) published the guide for the second phase of the removal of restrictions, this coming Sunday. As part of the facilitation, additional strata will be opened in the education system, businesses and houses of worship and cultural and sports events and other industries.
What is the green character?
The green mark is a means of enabling the safe opening of various branches of the economy that were hitherto closed to the entry of the vaccinated and recovering only. Who can enter a place that operates under the green sign?
People who have completed two vaccine doses and passed at least one week receive the second dose (vaccinated) and recover (recovered), whether they were confirmed blue at the time of their illness or received a positive result in a serological examination. At this stage, the entry of subjects or children under the age of 16 who do not recover will not be allowed.
How do you behave in a place that operates under a green sign?
Care should be taken to wear a mask over the nose and mouth, to avoid or reduce unrelated intimacy between people, including preventing a crowd and keeping a distance of at least 2 meters. How to use the green character?
The public will be able to issue the “green sign” starting Sunday through the “Ramzor” widget, on the Ministry of Health website or through the Ministry of Health’s call center. Issuing through the widget is quick and easy, and requires a short identification process. The widget can be downloaded through the app stores starting Sunday. After downloading, by selecting the “Issue of a green character” option, it will be possible to start the process of issuing the character. At the end of the process, the user will receive a moving animated image of the green character, indicating the completion of the process and the completion of the character issuance.

Issuing the green character through the widget is one-time. The character remains fixed in the widget and does not require re-production for each entry and exit. When the user is required to display the character, it will be possible to do so through the widget by selecting “Show green character”. Thus, alongside an ID card, it will be possible to enter businesses or events that operate under the green label outline.
Another option is to print the character through the Ministry of Health’s website or request it by e-mail, fax or mail through the Ministry of Health’s call center. The character will be printed on paper, inside which a barcode (QR) will be embedded and the document will be valid with the addition of an ID card of the character holder. The presentation of both documents will allow entry into the business or event, subject to the document being scanned by the business operator at the entrance to the venue.
In order to perform the scan, business owners or those responsible for events under the Green Label restrictions do not need to purchase special end equipment, but will also operate with the “Traffic Light” widget through a dedicated “Traffic Light” menu, which incorporates a barcode scanner that will be used to receive the audience .

What is the expected penalty for someone who stays in a place operating under a green sign without a permit?
Under the Green Mark regulations soon to be approved by the government, regulations relating to the enforcement of the green mark will also be included. According to these regulations, a person who stays in the place of work with a green sign without a permit is subject to a fine of NIS 1,000, and the business owner who brings in an audience without a green sign contrary to the guidelines is subject to a fine of between NIS 5,000 and 10,000.
In addition, the regulations also include a charge for placing a sign at the entrance to workers’ places with a green sign informing those entering about the obligation to present a green sign at the entrance, in Hebrew, Arabic and English. A business that violates the obligation to place a sign is subject to a fine of NIS 3,000.

Which branches will open in the next beat?

How will businesses and institutions that open without a green label operate?
In street shops and shopping centers, a small store with an area of less than 150 square meters, you can put one person in every 7 square meters, or up to 10 people. A store with an area larger than 150 square meters can accommodate one person for every 15 square meters. In essential stores: one person per 7 square meters or up to ten people, whichever is higher.

Synagogues will be able to operate according to the green label
In malls, occupancy in public areas will be one person for every 15 square meters and in shops according to the occupancy applicable to street shops. In markets – one person for every 15 square meters, museums will operate according to the occupancy of street shops and libraries – one person for every 7 square meters. In prayer houses, 10 people will be allowed inside and 20 outside – according to the restrictions of the congregation, unless it is a prayer house that operates in the form of a green sign.
How will businesses, institutions and events that will open under the green label operate?
Gyms or studios and swimming pools can accommodate one person per 7 m2, without operating a Jacuzzi and sauna. Cultural events and sports events will occupy up to 75% occupancy, up to 300 people closed and up to 500 people open.
