The Israel Land Authority has announced that the plan for the Havatzelet neighborhood in Netanya has been approved by Hotamal. The plan for the construction of a residential neighborhood in northern Netanya includes about 2,800 housing units and 500 sheltered housing units, 60,000 square meters of employment, buildings and public institutions, open spaces, engineering facilities And transportation center.

The plan balances between the need to add new housing units in saturated urban construction in northern Netanya, the need to expand the localities in the Hefer Valley and alongside that – the preservation of open spaces, the national park and the wonderful coastal strip in the area. The plan includes a mix of buildings up to 9 stories high, as well as residential towers with a height of 15-22 floors with a commercial facade, sheltered housing and employment areas.

North of Netanya, a road is planned that will start from the interchange that will be built on Road 2, which reaches a central square, the combination of which will lead to the creation of a central axis with a mix of uses. Perpendicular to this road, a municipal road is planned that will combine commerce, housing, employment and sheltered housing of 500 units, and on the outskirts of the neighborhood, textured construction up to 9 stories high.

The program emphasizes the creation of a quality community life, which includes a variety of uses, development that includes bicycle paths to maintain the quality of life of residents, and planning sheltered housing as part of the neighborhood, in order to preserve the elderly as an integral part of the community.

In addition, the plan expands three localities in the Emek Hefer Regional Council thanks to the addition of housing units for Havatzelet Hasharon, Tzuki Yam and Shoshanat HaEmakim, with densities ranging from 4.5 housing units per net dunam to 14 housing units per net dunam in the Emek Hefer Regional Council areas.

The mix of housing units is made up of detached houses and apartments in a saturated structure with a height of 4-5 floors. These housing units are added to the total number of approved housing units in the localities, and the proposed addition is in accordance with what is possible in NAP 35. This design adds 72 housing units to Havatzelet Hasharon (northern extension), 165 housing units for sea cliffs and 112 housing units for Shoshanat HaEmakim.

The plan is based on an approved traffic axis according to AH / 1/128 / A called Havatzelet Road, but shifts it north in order to allow the completion of the tissue built in Netanya in the best way and to keep the road away from Moshav Avihail. This is in addition to the expansion of the Havatzelet interchange to allow for the scope of construction in the area.

The plan produces, north of the new neighborhood, a strip of agricultural land with special guidelines aimed at preserving an ecological corridor that creates a sequence of open areas between the Avihayil National Park in the east and the coastal strip in the west, among other things by changing residential areas to open areas.
