Joint announcement to the Prime Minister’s Office, the Ministry of Health and the Ministry of Finance

Following the government’s decision on Tuesday on a tight closure starting tomorrow (Thursday) at midnight, the government approved in a telephone poll the regulations of the Ministry of Health, in addition to the regulations that currently exist.

The new regulations and restrictions will take effect from tomorrow, 8/1/21 at midnight, for 14 days, until 21/1/21, as detailed below:

Restriction of activity:

Reducing the exceptions to the ban on leaving the place of residence:

1. Reducing the gatherings to up to 5 people in a closed area and up to 10 people in an open area (excluding a wedding, alliance and funeral, which will remain as it is today – 10 in a closed area and 20 in an open area).

2. Reduction of the permit to depart for the purpose of flying outside Israel for those who purchased a flight ticket from the entry into force of the regulations, except for the purposes specified in the regulations or with the approval of the Director General of the Ministry of Transportation.

3. Reduction of professional sports activities, so that it will not be possible to operate a training place for the purpose of holding games of the top leagues in the ball industries, but for the purpose of training only.

Revocation of the exit permit for the purpose of solitude relief activities for senior citizens (which is not essential social care).

Education:

1. Prohibition on the opening of an educational institution for students and employees, except for special education and the exceptions set forth in section 10 (c) of the law.

2. Boarding school activities will be allowed on the closed track for at least 30 days, and without the possibility of being admitted back to the boarding school for a student who has left it.

employment:

1. Workers shall not be allowed to enter the workplace, except in excluded places, including workplaces that provide essential services, factories for the provision of subsistence services, and workplaces that engage in construction or infrastructure works.

2. Every employer may allow an employee to stay in the workplace if his stay is required for the maintenance of the place or for the purpose of continuing the functional activity of the workplace, including repairing defects, maintenance, deliveries, wage payments and more. In addition, specific provisions were established regarding establishments with a special permit to employ a worker during rest hours, defense industry and security-supporting establishments, government ministries, local authorities, religious councils and institutions of higher education.

3. To the list of essential jobs existing in the regulations, lawyers have been added, in cases where they have to represent clients before courts or other institutions, prepare such representation, or provide essential service to a client who does not suffer delay and cannot be performed by alternative digital means, and employees required to assist the Central Election Commission To the Knesset or to a regional election committee for the Knesset, for the purpose of holding the upcoming elections.

4. Employers who meet the various conditions and will continue to operate are required to continue to meet the conditions of the purple mark.

Reduction of occupancy in public transport to 50% (clarification: this is a reduction within buses to up to 50 percent of occupancy).

Primary elections:

An exception is provided for a ban on leaving the place of residence, in order to allow a person to leave for a by-election, as well as the departure of a candidate or the departure of an employee or service provider, on behalf of a party or candidate, to prepare for Knesset elections, including by-elections.

2. It will be permitted to operate a polling station for the purpose of holding primaries.

3. A person entering a polling station shall not be asked about the existence of symptoms that do not require isolation, so that his right to vote for these symptoms is not denied. As well as compliance with the existing provisions in the Home Insulation Order, regarding the possibility of presenting a negative test regarding a person with a fever. In addition, the obligation to interrogate will not apply with respect to ballots designated for a person who requires isolation, insofar as such ballot papers are determined.

A reminder of the restrictions that already exist today, and will continue to exist for the next 14 days:

1. Setting restrictions on leaving the place of residence beyond 1,000 meters, except for exceptions such as: leaving to get vaccinated, medical or social care, demonstration, legal proceedings, leaving for sports activities (not by way of arriving at the place by vehicle), transferring a minor between his separated parents, Departure to a workplace or educational setting whose activities are permitted, departure for the purpose of attending a funeral, wedding or alliance (subject to the crowd restriction).

Fine for violation: 500 NIS.

2. Prohibition of leaving the place of residence for the purpose of staying at another person’s place of residence.

Closure of public and business places except essential stores: food, hygiene, optics, pharmacy, electrical appliances and products needed for essential home repairs.

4. Closure of accommodation units and B & Bs, zoo, nature reserve safaris, national parks, national sites and memorial sites; A place to provide non-medical care, including a hairdresser and a place to provide beauty and cosmetic treatments; A place to provide complementary medicine treatment; Drive not to watch movies; A mall or retail market and museum, as well as eliminating the possibility of opening a restaurant by way of self-collection.

Elimination of the possibility of holding practical driving lessons and a ban on organizing or participating in an organized trip.

6. Prohibition on takeaway, delivery service allowed.
