Places without a green sign:
1. Mall and markets:
• Restriction of people: a ratio of one person per 15 square meters. The operator will install a digital means of regulation to count the number of people entering the mall.
• The owner of the mall will be required to place between 2-5 ushers “Corona Trustees” whose job will be to make sure that the residents follow the Corona guidelines.
• It will also work to prevent crowds in the mall area, including near the entrance to stores and at the entrance to the mall, including measures to maintain distance between people in queues such as marking standing places and placing physical means to maintain space between people.
• Seating will not be allowed for visitors to eat in the mall area, there will be no tables and chairs for eating in the mall area, and will prevent access to dining tables fixed to the floor, if any; The owner or operator of the mall will hang signs in prominent places regarding the ban on eating in the mall.
• Food stalls will be prohibited in the mall area and will not allow a fair to be held in the mall area.
• The mall owners will separate, as far as possible, the entrances and exits of the mall.
• Operate, as far as possible, for at least 3 air changes per hour.
2. Street shops:
In a place up to 150 meters – a number of people that does not exceed a ratio of one person per 7 square meters of the area or about 10 people, whichever is lower. In a place with an area of more than 150 square meters – a number of people that does not exceed one person’s ratio per 15 square meters of the area.
3. A place used for professional athlete training.
4. A place used for competitive athlete training As defined in the regulations (and if in a structure – only a minor competitive athlete, or a green daughter chalk, or an athlete in the swimming disciplines), as well as a competitive dance studio as specified in the regulation.
5. Library (Not just by borrowing books).
6. Museum:
• Visitors will arrive by prior reservation;
• Bouncers will be appointed;
• Guided tours of the place will be held with a number of participants not exceeding 10 people and by prior arrangement;
• The movement of visitors to the museum or exhibition will, as far as possible, be in accordance with a pre-determined route and in one direction;
• In a museum or exhibition where there are exhibits that invite visitors ‘contact, the operator of the museum or exhibition places a bouncer next to some active exhibits, which will draw visitors’ attention to the obligation to maintain distance and prohibit crowds and disinfect the exhibits frequently.
7. Zoo, safari and tourist attraction In an open area without facilities (and excluding cable cars) – according to the ratio of one person per 15 square meters.
Places with green mark only (recovering and vaccinating only):
1. The owner of the place will be authorized to place a sign on the obligation to present a green sign, And instead of working by prior arrangement – will notify you when ordering.
2. Gym or studio:
The holder or operator of the place shall ensure that the distance between the devices and the trainees during a personal or joint training, shall not be less than two meters, or less with a partition between them.
The owner or operator of the place will receive customers by prior arrangement, there will be no jacuzzi or sauna in the place and there will be strict cleaning and disinfection.
3. Culture and sports:
• Number of people – up to 75 of the maximum occupancy of the place, provided that it does not exceed 300 people in a building or 500 people in an open area.
• Watching the event will take place only in a sitting position, without dancing, and without eating at the place where the event takes place; The ushers will inform the occupants of the place regarding the aforesaid; In the event of the public refusing these instructions, the holder or operator of the event will stop.
• The holder or operator of the venue will ensure that seating at the event will be at marked venues and that ticket sales for the event will be made in advance and online or by telephone;
• In an open area that does not include seating in fixed seats –
• The owner or operator of the place will divide the place into separate complexes of up to 20 people at most, and a distance of at least 2 meters will be maintained between the complexes;
• Seating will be in pre-marked and pre-arranged places;
• The owner or operator of the place will separate the complexes by means of physical marking between them;
• When people who do not live in the same place are seated, a distance of two meters shall be maintained, as far as possible, and at least one empty chair between them;
• The distance between the audience and the stage or to the designated and marked place for the activity shall not be less than four meters;
• The holder or operator of the venue shall place stewards who shall inform the occupants of the event, and draw their attention, regarding the duty to observe the provisions of these regulations, including the duty to wear a mask; The number of ushers will be in the ratio of one usher per 50 spectators;
• No food will be served or sold at the entrance to the event or at the entrance to it, except for personal drinking bottles;
• The holder or operator of the place will inform the occupants of the event that it is not possible to eat at the time of the event, and will hang signs in prominent places for this purpose;
• The complex will include a number of entrances, and not less than two entrances;
• The holder or operator of the venue will regulate the entrance of the audience to and from the event, so that the audience will enter and exit gradually; In cultural activities – there will be no breaks during the event;
• The holder or operator of the venue shall notify the public address system, if there is a public address system, and through signage, of the obligation to wear a mask and the obligation to sit during the event;
• The holder or operator of the place shall act in accordance with the instructions of the manager, including in the matter of disinfection and cleaning, sanitation arrangements and services;
4. Swimming pool or mikveh tehara for men:
• One person per 7 square meters and in the water 1 to 6 square meters.
• The obligation to disinfect and maintain hygiene will apply, buffet operators in the pool area will not set up dining tables in the buffet area, nor will a Jacuzzi or sauna be operated.
5. Hotel:
• A hotel may be operated, without the dining room, for the vaccinated or recovering, as well as for a minor under the age of 16 who presented a test result performed in the 48 hours prior to his entry (as well as air crew or a foreign citizen residing in Israel as part of his job) .
• Entrance to the hotel also includes entrance to the common facilities located in the hotel (and excluding such a dining room).
• A hotel will be required to choose its operating format, as a residential alternative without shared facilities, or as a hotel operating on a “green label”.
6. A house of prayer (registered in the local authority as a house of prayer according to the green sign):
• The number of people in the place will not exceed 50% of the maximum occupancy of the place, depending on the number of fixed seats, and if there are no fixed seats – will not exceed the ratio of one person per 7 square meters, and all, and no more than 300 people.
• A green card from the local authority will be hung at the entrance to the prayer house.
• Food is prohibited.
• Maintaining a distance of 2 square meters and at least a chair between a person and a person who do not live together.
• Ensure disinfection and cleaning.
Fines:
1. Operating a place in violation of regulations – up to NIS 10,000 (according to the size of the place).
2. A person who is not vaccinated or recovering who stays in the place of work with a green sign – 1,000 NIS.
1. A place that operates according to the green sign that did not place a sign: 3,000 NIS.
2. Operator of a mall that has not appointed ushers according to what he owes: NIS 5,000.
3. Operator of a mall or market who placed dining tables or did not prevent access to them: NIS 5,000.
4. Operator of a mall that did not prevent the placement of food stalls or a fair: 2,500 NIS.
5. Operator of a place that did not hang a sign that must not be eaten at the place: 5,000 NIS.
Education
Opening of fifth and sixth grades, as well as 11th and 12th grade in schools located in authorities and areas classified in the colors “yellow” and “green” according to the “traffic light” model, as well as in authorities and areas classified in the color “orange” whose grade is 7 at most and the rate of those vaccinated in those aged 50+ is 70% and above.
Opening of a class of immigrant students to study the Hebrew language.
3. Opening of thirteenth and fourteenth grades in a recognized technological college in accordance with the model of opening classrooms in schools.
4. In a technological college that constitutes continuing education for an educational institution for at-risk youth, its activities will be possible throughout the country.
5. The permit to study in an open area throughout the country will increase from 10 people in a group to 20.
6. Activities of youth movements and organizations in an open space will be made possible in the model of opening classrooms.
7. Activities of external operators in kindergartens and schools will be possible.
8. One-day trips will be made possible within the educational frameworks that operate.
9. The boarding school will also be allowed to operate in an “open” route as it was before the closure, in groups of up to 18 students and in a way that will allow entry and exit from the boarding school without restrictions.
