It will be possible to open higher education institutions, training institutions and post-secondary Torah institutions for students with a green mark only (provided that the institutions ensure the existence of distance learning for students without a green mark), under these similar conditions: up to 300 people and no more than 75% occupancy Of at least four meters between the teacher / lecturer and the students, hanging a sign on an institution that operates in accordance with the green sign.

Fine for an institution for bringing a person without a green card: NIS 5,000.

Boarding schools up to high school age will be able to operate in the “open” or “closed” track, similar to high school boarding schools.

4. The limit for participation in courses and practical training for adults will increase to 20 participants instead of 10.

5. “Border” green, yellow and orange authorities and areas will allow activities for children, and youth movements will be able to operate in fixed groups of up to 50 in open space.

As for one-day trips – a trip will also be possible in the building, and not just in the open.

7. It will be possible to study first-sixth and eleventh-twelfth grades in educational institutions where the “Shield of Education” program was held last week.

Event halls and gardens:

1. Crowd restriction: Occupancy of up to 50% and no more than 300 people.

2. Green card holders will be allowed to enter.

3. Up to 5% of participants will be able to enter by presenting a negative test result. The owner of the hall will be required to establish a mechanism that will ensure that there is no deviation of 5%.

Restaurants:

1. Sitting inside – for those with a green mark only. Quantity limit: up to 75% occupancy and no more than 100 people. Outdoor seating – there is no obligation to present a green sign, occupying up to 100 people.

2. In a hall or stadium over 10,000 seats: up to 1,000 people indoors and up to 1,500 people in an open space.

3. Sale of tickets in advance only, seating in marked places, it is possible to stand near the seat, it is not possible to hold an event or performance while standing and without marked seats. The event will take place without dancing, without the sale and serving of food and drink, a ban on eating on the spot, as well as a duty to keep a distance.

5. The obligation to isolate in hotels will be abolished and in its place there will be increased enforcement by the Israel Police with regard to returnees from abroad who are staying in domestic isolation.

6. To destinations to and from which there will be public flights (New York and Frankfurt), Paris, London, Kiev, Toronto and Hong Kong will also be added.

7. An air operator will be required to provide the Ministry of Health with a list of passengers for epidemiological investigation as required by the Ministry. If the list is not transferred on the date of the demand, the air operator will be fined NIS 5,000.
