Israel in full closure: what will continue to operate and is it allowed to order a babysitter?

The State of Israel entered tonight (midnight between Thursday and Friday) in a very tight closure as part of the fight against the corona virus. The education system is closed – and with the exception of special education and closed boarding schools – students have moved to distance education. Gatherings were reduced to a minimum, and additional restrictions were imposed on workplaces. Ynet makes order in the regulations.

According to the regulations, it is allowed to go up to a kilometer from the house and it is forbidden to stay in another person’s house. Regulations limit the gathering in a closed building to up to five people and in an open area a gathering of up to ten people is allowed. They also prohibit being in another person’s home.

It is allowed to travel the limited distance to be equipped with essential medicines, food and products, in order to receive essential services such as medical treatments, social care and complementary medicine treatments. You can also go out for essential animal care.

Parents who live separately can exceed the distance limit to transfer their minor children between them. A minor can also be transferred to a person who will look after him if the parent in charge of him is required to go out for a vital need and there is no one to look after him.

Regulations allow more than a mile to be away from home to help a person who is having difficulty or distress (including the elderly or sick). You can also exceed the distance for coming to the Knesset, demonstration, blood donation, legal proceedings or women who go out to dip in the mikveh.

It is also allowed to go more than a kilometer from the house to enter the isolation, to move from one permanent residence to another and in the case of moving. It is also allowed to leave the house to get vaccinated against the corona or perform a corona test.

According to the guidelines, it is allowed to go more than a kilometer from home to attend a wedding, funeral, bar / bat mitzvah, brit or religious ceremony similar to these. This is provided that the event is of a parent, spouse or parent of a spouse, child, grandchild, brother or sister and their children, uncle or aunt. Also, if a person serves as a witness or performs a wedding ceremony at a wedding he will be able to attend even if the wedding is being held more than a mile from his home.

The events themselves should be held according to the restrictions that have hitherto been on gatherings – up to ten people in a closed building and 20 in an open area.

In accordance with regulations, schools, kindergartens, nurseries and day care centers will be closed and studies will be transferred to schools and kindergartens through the zoom. Studies in special education and educational institutions for at-risk youth will take place as usual. Also, boarding schools on a track that is closed for at least 30 days will be able to operate normally as long as a student who leaves the boarding school will not be able to return to it.

The Ministry of Education and the central government are expected to open day centers for the children of teaching staff aged 3-12, as well as day centers for the children of the medical staff during the tight closure. The centers will operate in special education school buildings or in another building to be allocated by local authorities. The centers will operate Sunday through Thursday from 2: 30-7: 30 p.m.

The new regulations prohibit the opening of stores and shopping centers, except for a few exceptions that have been restricted in terms of the number of people who can be inside the store. All other stores, including restaurants, can operate in the form of deliveries only.

Food and hygiene stores, a pharmacy and an optics institute can accommodate a customer for every 7 square meters or up to 10 customers in the building, whichever is easier. 7 sqm or four customers – whichever is lower.

Regulations prohibit the opening of workplaces except for a list of exceptions or if the employee’s entry is required for the purpose of maintaining the place or repairing a defect. According to the Home Front Command, it is permissible to bring an employee to the workplace if it is required to maintain the integrity of the workplace, maintain the place, make deliveries, payroll wages or if it is an employee whose arrival is necessary for the continued functional operation of the business.

In addition, according to the Home Front Command, an employee is allowed to come to the workplace to pick up equipment or perform tasks for the purpose of providing an essential service to a client, including maintaining the ability of other employees to work from home.

According to the regulations, it is possible to receive essential medical or social care even if it is more than a kilometer away from home. The treatment includes actions for medical diagnosis, preventive medical treatment, psychological or nursing treatment and more. Among the list of people who can receive clients during quarantine: dentist, midwife, psychologist, occupational therapist, physiotherapist, communication clinician, dietitian, clinical criminologist, podiatrist, surgeon podiatrist and chiropractor. These places can have a customer for every 7 square meters or up to 10 customers in the building – the stick among them.

Places for complementary medicine treatment can be opened for public reception by prior arrangement only. If the treatment involves contact with the patient’s body, the operator must disinfect the tools, equipment, chair and treatment bed, change towels and bathrobes and make sure that the therapist wears a mask and face shield during treatment. You can accommodate a customer for every seven square meters or up to 10 in the building – the stick between them.

According to a document issued by the police to the police, treatment pools can be opened for water treatment.

The new regulations allow ordering an essential home repair service provider, such as a plumber in the event of a leak. It is also permissible to order a babysitter to care for children from the same nuclear family.

It is allowed to go more than a kilometer for sports activities, provided that it is a walk and not a motorized vehicle ride outside the permitted distance.

Professional sports have been restricted by the new regulations, and from now on places where games of the top leagues in the ball sports have been held are prohibited from opening, except for training purposes only.

According to the new regulations, it is permissible to pray in a house of prayer that is only up to a kilometer from the house, also with a limit of up to five people inside the building. In an open area, prayers can be held with the participation of up to ten people, while making sure to wear a mask and maintain a distance of two meters from each other.

Prayer at the Western Wall is only allowed for people who live up to a kilometer from the Western Wall, depending on the limitations of prayer in an open area.

According to the regulations, all public transport lines will operate at about 50% occupancy, meaning the buses will be semi-empty. The activity will end on Sunday to Thursday at 22:00, while on Saturday evening the activity of the lines will end at midnight.

Israel Railways will operate only Sunday to Thursday, there will be no travel during the weekend. Train occupancy will also be about 50% and travel will only be possible by booking a travel voucher in advance.

In private vehicles up to three people can travel together, including the driver, except for people who live together in the house. In a private vehicle with more than one rear bench, one additional passenger can be transported in each bench. In case of essential need more than two passengers can be transported.

The new regulations also address the possibility of holding primaries in the various parties in the run-up to the 24th Knesset elections. A person who votes in a by-election can go more than a mile from his home to vote. It is also permissible to open seats for voting in the primary elections.

The regulations also allow candidates, employees of a party or candidate, or service providers to leave the house more than a kilometer to assist in preparing for the 24th Knesset elections or for party elections in the run-up to the general election.

According to the regulations, a person entering a polling place will not be asked about the existence of symptoms that do not require isolation, so as not to deprive him of the right to vote for those symptoms. The obligation to question symptoms will not apply at a polling station defined for people who need isolation.

The regulations allow a flight abroad for those who purchased a ticket by Friday, January 8, 2021, and allow him to leave more than a kilometer from home up to eight hours before the flight.
