According to the latest guidelines, universities can admit up to 300 people, no more than the capacity of 75% of the room. A four-meter distance must be maintained between the lecturer or teacher and the students. Educational institutions that allow non-Green Pass students will be fined NIS 5,000.

The government also voted to increase the nationwide collection rate from 10 people in a confined space to 20 and to 50 in an open space. Ministers also agreed to remove the restriction of passengers in private vehicles and temperature screening at entrances to public places.

Restaurants, cafes and bars have reopened for Green Pass keepers. For an outdoor dinner, however, the Green Pass is not required. These businesses are only allowed to operate at 75%. Event halls can reopen according to Green Pass guidelines and can operate at 50% capacity.

Cultural, sporting events and conferences can be held with up to 500 people in a confined space and up to 750 people in an open space. For an event held at a stadium with more than 10,000 seats – up to 1,000 people will be allowed to attend in a confined space and up to 1,500 people in an open space. Tickets must be sold in advance.

Places of worship operating in accordance with the Green Pass guidelines, can now accommodate up to 500 people indoors as long as their attendance lasts at 50% of the total capacity of the building.

In addition, ministers voted to abolish the quarantine requirement in state-run coronavirus hotels for those returning from abroad. Returnees still have to go into solitary confinement for two weeks upon arrival.

With electronic surveillance measures not yet in place for the 1,000 Israelis now entering the country every day, health officials say the implementation of quarantine will depend solely on police forces.
