Iran is enriching uranium in places where it is not allowed under the agreement, such as at Fordow, a site that was dug into a mountain. It has recently begun enriching with advanced centrifuges at their underground plant at Natanz, where the agreement states that it can only use first-generation IR-1 devices.

“What I see is that we are moving a full circle back to December 2015,” Grossi said, referring to the month before the contract’s restrictions were applied, after which many quick removal of materials and equipment.
