The publication of the truthful results of the election, in which it finally became clear that Netanyahu does not have a majority in the Knesset, is stepping up the gear in an attempt to find a solution that will prevent further elections.
Tonight (Thursday), the former Minister of Science and Technology, MK Yizhar Shai, sent a letter to the heads of the change factions in the 24th Knesset, in which he proposes a creative outline for the formation of a new government.
The outline is based on the proposal to establish a national emergency government for a limited period of time and with focused guidelines and based on broad agreements, with the coalition based on the right, there is a future, blue and white, new hope, Yisrael Beiteinu, Labor and Meretz. The joint list and RAAM will support the government from outside.

According to the proposal of MK Yizhar Shai, who currently serves on behalf of Blue and White but did not run again and will not serve in the next Knesset, the prime minister will be one of the three leaders of the coalition (Yair Lapid, Bnei Gantz or Naftali Bennett) and his identity will be determined by referendum. Members of the Knesset who are members of the above factions. If other parties choose to support the formation of the government from the outside, their members will also be able to vote on the identity of the prime minister.
After the election of the candidate, all the members of these factions will sign their recommendation to the President of the State to entrust the work of assembling the government to this candidate.
MK Shai: “The national emergency government that I am proposing will focus on recovering Israel from the corona crisis, transferring a budget for the years 2021-2023 and creating economic growth engines that will propel the wheels of the economy. It will maintain the status quo with regard to religion and state to enable broad support for it, and will enact two important basic laws: (1) limitation of terms for the term of office of Prime Minister of Israel (2) Prohibition of the term of office of a defendant in serious offenses. Most importantly, it will work to unite the rifts in the nation and maintain the security of the State of Israel.
“National responsibility requires a creative solution”
In his proposal he wrote: “You, the party leaders who promised their voters a change, have a majority given to you in the democratic elections held here this week. I turn to you, the leaders of the factions: Please, take responsibility, set a personal example, do what is necessary to form the government that the citizens of Israel expect, do the right thing.
“Those who do not support this government will have to give explanations to the citizens of Israel about their priorities and the fact that they preferred narrow political considerations for the good of the state and its citizens. “Why did you prefer to go to another expensive and unnecessary round of elections, which does not guarantee substantially different results?”
