Last month, the Registrar of Associations contacted the Bureau of Insurance Agents, which is defined as an association, demanding documents and explanations of the bureau’s conduct for the past four years. A letter signed by Adv. Neta Sela from the Corporations Authority (non-profit organizations) states: It was decided to carry out an investigation on our behalf. “
The letter required the bureau to provide the registrar of associations with a series of such documents by January 13, 2021. After the Registrar of Associations claims that the documents were not transferred, another letter was sent from the Registrar of Associations on January 14, in which the bureau is required to provide the documents and information by January 28, 2021: , “Adv. Sela warns in the second letter to the bureau.
Internal struggles
It should be noted that the appeal to the Registrar of Associations was made by members of the bureau who are considered “opposition” to the leadership of the bureau headed by Lior Rosenfeld. During the entire term of the current bureau’s leadership, internal struggles took place in the bureau between it and the opposition, in which almost all the supporters of the candidate against Lior Rosenfeld in the previous elections – Uri Tzafrir.
According to the letters from the Registry of Associations to the Bureau, which are in the possession of the system, the Registrar demands from the Bureau to transmit to him online and immediately all the minutes of the meetings of the Board of Directors and the General Assembly from the last two years (2019-2020); Clarify whether there are committee members or audit committee members who are employed by the association or as service providers in the association; Explain how an exchange of positions or elections is conducted in the bureau’s institutions, detail all the procedures in the association that have been done in the last 4 years and state what the reasons were for each exchange.
The Registrar of Associations also refers to an article published in February last year in the Haaretz newspaper (The Marker) by journalist Tali Herut, who revealed that the president of the Chamber of Insurance Agents does not have a bachelor’s degree in economics with honors from the University of Haifa. According to the Registrar of Associations, if the circumstances relating to this issue amount to an “exceptional event” according to the associations’ regulations, the bureau must explain why it did not include it in the verbal report submitted to the Registrar. If, in the eyes of the bureau, this is not an “exceptional event” and therefore did not include it in the verbal report, the bureau must clarify this to the registrar.
An inspection conducted by the bureau’s leadership shows that in accordance with the regulations of the Registrar of Associations himself, as long as it is not a criminal incident that may harm the association’s conduct, it is not necessary to include it in the verbal report submitted to the registrar.
The Bureau of Insurance Agents said: “The bureau’s management has submitted the financial statements for 2019 for approval by the council as requested. Unfortunately, the council meeting was blown up by opposition elements for non-substantive reasons that are not directly related to the approval of the reports. At the same time, the bureau forwarded to the registrar any material requested so that he could examine things in depth.
“We are sorry that while the leadership of the Bureau of Insurance Agents is busy around the clock working for the insured public and the agents choose opposition elements in the bureau to put sticks in the wheels, the Bureau of Insurance Agents is conducted in a transparent and professional manner For the public to choose. “
