The move is primarily intended to signal to the new Biden administration that Israel is interested in a quiet, matter-of-fact and in-depth discussion on the issue, and not in a confrontational and public debate, as Prime Minister Netanyahu did during President Barack Obama’s tenure. This is expected to take place within the framework of the Iranian Nuclear Special Forum, established in 2009. So far, discussions on the matter have been delayed between the two countries, due to the extensive involvement in the corona plague, as well as political issues and disagreements between the two governments.

During the talks of the special forum, senior Israeli and American officials discussed the nuclear issue, and together formulated the policy on the subject. During President Obama’s first term, the parties discussed advancing sanctions on Iran following the development of the nuclear project, and during his second term, forum discussions mainly raised disagreements between the parties over the desired course of action. During Donald Trump’s presidency, the forum’s deliberations focused on withdrawing from the nuclear deal and later on imposing further sanctions on Iran.

The leaders of the forum discussions are the national security advisers from the two countries – Sullivan and Ben Shabbat. In addition, senior representatives from the defense, intelligence and foreign ministries in Israel and the United States are also expected to take part in the discussions.

The first round of talks in the framework of the special forum between the two countries is expected to begin in the coming days. In the first phase, Israel will seek to “align” the existing intelligence picture in Israel with the existing intelligence picture on the Iranian nuclear issue on the American side. In this context, Israel is interested in first verifying that there is agreement between the two governments regarding the recognized data and details, and only in the second phase has it begun to discuss the best way for the two countries to deal with the project and the nuclear agreement.
